What constitutes a riff? Is it just a bunch of notes that are part of a scale or there is something more to it?

As far as I'm aware, a riff is a repeating lead line played a number of times through a song generally at the beginning or end of a line of lyrics famous examples of riffs are smoke on the water by deep purple and copperhead road by steve earl.

Is it the same licks? Can riffs be called licks?

As far as I am aware, a riff is just a piece of music. It usually consists of only single notes played in succession, but can in some cases consist of chords as well as single notes. Songs are broken into, and comprised of riffs. It just makes a song seem more approachable to learn it by riffs then it does to tackle a daunting big song. If anyone else wants to chip in, go for it. What I say isn't the be all and end all.
