As you can see above there are 2 chords per bar, this means that one chord is played every two beats, so the C chord doesn't get formed until the 2nd bar (in Red). The "---0-2-|" before this is note a part of that bar and is played as normal TAB then you form the C shape. You can see the colour divisions to help you see the chord shape you should make over each progression.
